Liability has been an issue with this course (no matter the owner) since the very beginning. Surely everyone understands that for the safety of the children, a kid's camp cannot be completely open to the public as other disc golf courses are. Throw in the extreme terrain on top of that, and you can see the challenges that are faced. City, county and state parks are protected by massive liability coverage and there's not going to be a huge lawsuit if someone breaks an ankle at Nockamixon or South Mountain or on Heart Attack Hill at Jordan Creek. But someone rolling down old hole#16 at Camp Horseshoe could have been extremely dangerous and a surefire lawsuit.
